Turning a Developed System into a Cloud-Ready Government Platform

Building a software platform is only the beginning. The real challenge comes when that system needs a reliable environment where it can be deployed, managed, and prepared for real-world use
COKREATES developed the Government Resource Planning (GRP) platform to support government operational requirements. Our team worked with Bangladesh Computer Council (BCC) to bring this complex application into a private cloud environment, preparing the infrastructure and deployment process needed to run the platform effectively
The journey started with deploying the GRP platform on an OpenStack Private Cloud environment at NDC and later supporting its transition toward the NDC e-Gov Cloud platform. The project involved deploying 10 GRP modules while establishing automation practices across 6 platforms.
Beyond deployment, the team focused on creating a smoother cloud delivery process by introducing automated redeployment workflows and operational practices that reduced manual effort and improved consistency for future application deployments.

The Challenges

Moving a developed application into a cloud environment requires much more than simply installing software. The GRP platform needed a properly prepared infrastructure where its different components could run smoothly, communicate effectively, and support different stages of deployment. The challenge was creating an environment that could bring together application requirements, infrastructure capabilities, and operational needs.

The team needed to prepare multiple environments, including production, UAT, staging, SQTC, and training, while ensuring each environment had the right configuration and resources. This required a clear understanding of application dependencies, infrastructure requirements, and deployment processes to maintain consistency across different stages.

The team needed a structured approach that could reduce repetitive work, improve deployment consistency, and make future changes easier to implement. Establishing automation and repeatable processes became an important part of creating a smoother cloud deployment journey.

Building the Private Cloud with OpenStack

The journey started by establishing the OpenStack Private Cloud environment.. Our team designed the deployment architecture with high availability in mind and configured the required cloud resources, services, and infrastructure components to create a reliable foundation for hosting the GRP platform.

Cloud Deployment Journey: From Development to Production

The team followed a structured deployment approach, moving the GRP platform through Development, SQTC, UAT, Staging, Rollout, Production, and Training environments. Each stage allowed the team to validate functionality, resolve issues, and ensure the application was properly prepared before moving toward the next phase.

Through application deployment, environment configuration, service validation, troubleshooting, and operational support, the team created a controlled pathway for bringing the GRP platform from initial setup to production readiness.

OpenStack Private Cloud to NDC e-Gov Cloud Migration

After establishing the GRP platform within the OpenStack Private Cloud environment, our team supported the migration journey toward the NDC e-Gov Cloud platform. The transition required careful planning, infrastructure preparation, configuration management, and validation to ensure application components were properly aligned with the new cloud environment.

The team handled migration support activities including infrastructure provisioning, backup management, security enforcement, monitoring, and operational validation to create a smoother transition between cloud platforms.
